looks fine. I didnt check the cost of it yet, but none of the properties are particularly outrageous.

Pretty spot-on from my perspective, almost at the gold cap and in the level 25 limit.
Only suggestion I could make is either a mighty+1 bonus or a massive crit 1d4. Seems pointless but it gives it the extra umph and puts it right on the gold cap more or less.
Also, feedback rules have been changed slightly, so my appologies if yah didn't want player feedback >.<

what I will say is that ranged weapons can be made Keen, so you may wish to look into this for your design

I think I tried adding Keen in the tool set, but it brought the item level to 26, and I think the cap is 25 right? But if you wanna add it, be my guest, else I am fine with the bow the way it is.

I like this one, very simple. The other ones that are coming in have more demand to 'em!

Unlimited Arrow Basic... are you sure? I thought that would prevent you from using your own ammunition... As for the damage bonuses, on a bow? Is that a unique CEP thing, because usually you can only put damages on arrows...
EDIT: Yeah, just checked, you can't put elemental damage on a Bow, only the arrows for the bow... unless I didn't import the right CEP hak into the mod I was using to check...

Yes, Damage bonuses do not work on bows. The damage bonus from an enhancement bonus seems to work on crossbows (that is what I tested). The damage must be on the arrows. Having unlimited basic arrows would stop you from using any arrows you found, and I have been considering making some better arrows to go in the new dungeon.
That is to say, there is nothing stopping you from making an ammunition ascension item

I built and tested the item with the latest CEP and it worked just fine.

"That is to say, there is nothing stopping you from making an ammunition ascension item"
True, however the idea of an ascension item that doesn't last long is something I would think only a tale from the Illiad or similarly themed story would have to just sort out the main character for the duration of the tragedy... On the Isle of Siranda, such an item would have to be similar in concept to a Nuclear Bomb; so powerful that any attempt of aggression would mean instant annihilation. With the limit of level 25 on items, I suppose a stack of arrows could be made with such stats (on hit Harm level 1, extra damage and perhaps a few other ideas...). Though knowing the idea for the limits imposed on Ascension items, this is unlikely to be implemented. After all the idea of having such a powerful weapon is merely a bluff intended to prevent force being needed ("fear of force, rather than force itself"). At least, the best position I can see for the creation of such an item would be to use it to intimidate others into not attacking.
With the ammunition being such a rarity and the fact that such ammunition would easily be expended if used, for prolonged fights in dungeons etc, it defeats the point of an Ascension item. One may as well have a high bluff skill and wield a stick; claiming that should you allow it to touch the ground, the entire island would be destroyed...
Even then, I have no doubt that there would still be some who would chance it, those with high AB know that they may only get a percentage of those arrows on them, yet every arrow you fire would cost you more than every arrow they get hit by, and if they're with a friend they can always come back up after death to let you waste more arrows...
When I design an ascension item, I do not look at how best they can counter a dungeon, nor whether they make my character invulnerable. I look to mitigate weaknesses and improve strengths so that it enhances their survival on Siranda. For that, I want an ascension item that lasts.
Though I do agree that it may be best to not have unlimited arrows, that way you get some extra gold to put into feats or ability stats to improve Osric's DEX, CON, etc. Though the +2 arrows are rubbish in comparison to vault ones, there's no shortage of them...
(Bare in mind that Bardo can't say no if you ask him for some arrows, and using the Stalker's with that bow would be very evil...)

If worse comes to worse I can email a character with the bow to whoever is in charge of doing stuff with it, if that is acceptable.

We can just mock up the stats in our toolsets, however I would stress the importance of changing your design to take into account the information brought to light by DarkShadowz

I'm using CEP tlk V23 (or whatever it's called) and I thought it was allowing me to put damage bonuses directly on the bow... lemme double check though to be sure...
Yeah it's still allowing me to put elemental damage bonuses directly on the bow, so unless that's a bug and it won't work in-game, he should be able to add the damages directly to the longbow.
