I don't see why it couldn't be applied, up to DMs really, but it's useless if you aren't a monk, and barbarian fast movement only works pre-haste.
Unless you're talking about physically increasing the base movement speed, but I thought that's only possible via toolset.

If a rule is changed on this thread, what is the process that is undertaken before it is changed? Please could you outline the process. Also, what methods of notification are done to inform the players of the change?

As things come up we discuss them. If a property/feat is ruled against I will add it in to the original post and make note that it has been changed with a new post so that it's clear something has been altered.
The way we go about it is by discussion, there is no set "if this then that" to it, it is simple people weighing in on something and debate resulting in a decision.
In this light, I would like to say that we have altered the spell slot cap at level 6 for all caster types. The reasoning for this is to make a balance. By denying it to only druids/clerics we make it so that they can't use a feat like Silent Spell with a seventh level slot. If we allow a wizard/sorc to have access to seventh level slots so that they can have that option available it becomes unbalanced and unfair to others who may take the same feat.
