Anyone who read my discussion on Osric's Ascension item would possibly be able to follow on from this. However, the item I have thought of in question is simply a joke, a ridiculous whim spurned forth from the abyss that dwelt my mind. It oft lies there yonder yet springs forth from dark depths to doth you all in terrible jokes that I like to post with enthusiasm to make up for the lack of laughter.
Or perhaps I actually enjoy making you all suffer from terrible punchlines?
Nonetheless, the proposed item, in the format of an Ascension Item Application:

Now, Bluff is a skill that can cause you to suffer from groans. So this item's only use is for those who sell their wares, deal in politics or otherwise rp out a speech or some meeting to get everyone to go along with their plan.
Since you can deal Bluffs and Persuade others with this stick, it allows you to be more observant of what people say. A great assistance in persuasion and intimidation. It allows you to judge character and sense their motives. Even judge how to act. It can also help you detect the rustle of movement to indicate a clumsy fool hiding from your wrath and the "power" of the staff.
Basically an item that in the hands of Bardo, would generate more sales and a parody of fear for what this staff can do. Especially if a few others pretend it is a staff of doom.
The Heal skill is there to perform the "Miracles", as a sleight of hand procures a Heal Kit to patch up the person. A bluff afterwards would also help you to get out the impression you do miracles.
Ideally, this Staff's conversation skill enhancements would be used (or abused, depending on one's perspective...) to get it so that you are a Master Diplomat. Someone who can lie, cheat and seem like a good to honest eloquent Gentleman whom one can trust.
Only those characters who actually read into people or are intelligent would be able to doubt the speaker holding this stick with a plant on top. However much it brings fear to the masses, a few will always not be mesmerised by the Stick's power...
