I don't see a problem with having a temple to Kelemvor created.
I have a few questions though.
Is there a specific area you wanted to put this? As in one of the towns/cities? I would say he probably wouldn't be able to build something on his own, but it would be feasible to renovate/fix up an existing building (aka find a door in one of the towns that doesn't lead to someplace already and we can put the temple in there) What sort of size are you looking for?

Yeah, my plan was for him to renovate an area, and I'm not sure what size. And I'm not being picky on the Location, but I'd prefer something in, or close to Kalarm, if that's doable.

You can make it since my playing time is almost 0...Though I Like the way the temple of Sharess is. And I'd like a sign at the front just like the Sharessesian temple.

I can add in a prison section to it yes. it will all be one area but separate 'levels' You want this section to be locked I'm guessing.

The Laws of Kelemvor.
The jurisdiction of the Church of Kelemvor and the Eternal Order shall extend outside, on the grounds in front of the Chapel, as well as the West into the Merchant Quarter, including the Temple of Sharess.
The authority of the militia is absolute and their determination shall override any rules stated herein.
The church of Kelemvor is a peaceful and prosperous one; those who meet a category below are hereby banned from the Church. Those of Demonic or Devilish Descent Those of Monstrous Husbandry, be you kobold, goblin, ogre or the likes. Those who pursue and use necromancy, summon or defile the dead. Those whose lineage is traced to Chromatic Dragon Kin Those Drow who are members of the Lolthite Houses Those who align themselves with followers of, or worship Evil Deities Those who are known to be criminals as branded by the church for past acts against it or its allies.
All persons must remove their helmet and any additional face coverings while in the area protected by the church. If asked by a member of guard to do so.
Weapons are to be stowed in their proper fashion; blades sheathed, bowstrings unhooked, and staves powers inactivated. Unless person is a guard.
Assualt against any person is forbidden. Assault will vary depending on degree of damage inflected and the peoples status involved in the act.
Theft or possession of stolen goods is grounds for punishment
The selling of ones services of loins and flesh shall be henceforth outlawed.
The customs of Kelemvor and the Eternal Order will be respected and conformed to by visitors to the Chapel.
For those skilled in the art of summoning or have companions of non-sentient status these laws shall apply.
Only creatures of good intent and smaller than a human are allowed inside the Chapel All creatures of dark summoning are malicious intent are barred from all lands around the Chapel All actions taken by the creature will result in punishment of its master.

Completed. To be added next update (Sunday night) I've used the rules as posted here for now. If you want to change them just let me know the changes made.
