As you have no key for negative numbers, I would assume that the -s denote separations between the numbers within a word, rather than the subtraction operator. Periods act as they would in any normal text for the English language, implying that these are actual words in a language, as all languages you use on SoS are based on simple string manipulations I can easily translate the Elven back into the original sentence...
With 26 letters in your key, I could treat this as a simple code where each number maps to another letter. Though more messages would be needed before I bother to get out an old program to decode this... */
